TVTC Operator & Rigger Training Requirements in KSA
The Technical and Vocational Training Corporation (TVTC) is the Saudi government body responsible for technical and vocational training in the Kingdom, including oversight of private training providers and vocational programmes. Employers, main contractors and project owners often ask for training certificates that meet TVTC requirements, particularly for forklift, crane and other heavy equipment operators, because a certificate that cannot be verified or recognised may be rejected at the gate or in a compliance audit. This page explains what that requirement means for forklift operator training in Saudi Arabia and for mobile crane, rigger and safety courses, what to ask any training provider, and how EES supports it. Which route applies depends on the course and the client, so we confirm the current scheme with you before you book.

What it means for contractors
- ✓TVTC is the regulator, not a course. Training delivered under the TVTC framework, through a recognised provider and programme, carries different standing from an in-house or unregulated course. Whether a client requires it depends on the client, the job role and the contract.
- ✓Employers ask because untrained or unverified operators are a significant risk around lifting and heavy plant. Owners and main contractors want certificates they can verify, not a paper from an unknown source.
- ✓There are two separate questions to ask: is the training provider and programme recognised under the relevant TVTC scheme, and does the certificate carry details a site can verify (candidate name and ID, course, date, assessor, reference number)?
- ✓Approval is course-specific and provider-specific. A provider may be recognised for some programmes and not others, and the position can change over time. Ask for the reference and scope for the exact course you are booking, not a general statement. TVTC recognition also does not replace client-specific rules: Aramco, SABIC and giga-project sites often add their own assessment, induction or equipment-specific familiarisation, and still check the inspection status of the machine.
- ✓Practical assessment matters. For forklift, mobile crane, excavator, telehandler and similar operator roles, clients expect a hands-on assessment on the relevant equipment type with the assessor's record, not just classroom attendance.
- ✓Rigger levels need care. Level 1, 2 and 3 definitions vary by client scheme; commonly Level 1 is a basic rigger or slinger, Level 2 an advanced rigger working on lift planning, and Level 3 a rigging or lifting supervisor. Ask the client which level each role needs, because a Level 3 certificate issued under one scheme may not be accepted as Level 3 under another.

- ✓Candidate details are recorded exactly as they appear on the Iqama or national ID, and certificates carry reference numbers that let a client check authenticity.
- ✓You receive an attendance record, assessment records, the certificate and a course-content outline you can attach to client submissions, plus candidate lists suitable for site access requests.

What is TVTC and why do employers ask for TVTC certificates?+
TVTC is the Technical and Vocational Training Corporation, the Saudi government body responsible for technical and vocational training. Employers and project owners ask for TVTC-recognised certificates because they want evidence of operator competence that can be verified, especially for forklifts, cranes and other heavy equipment.
Does EES hold TVTC approval for its forklift and heavy equipment courses?+
Approval is specific to the provider, the programme and the period. Training certificates used in the Kingdom must meet TVTC requirements where the requirement applies, so ask us for the current approval status and reference for each course before you book, and check it against your client's requirement. We confirm in writing what certificate you will receive and whether your client's route needs anything more.
Do I need TVTC approved forklift training to work on Aramco, SABIC or NEOM sites?+
It depends on the client, the role and the contract, so do not assume. Ask the client's HSE or training coordinator which operator certificates they accept, then send us that requirement and we align the course, assessment records and certificate to it.
What documents will we receive after an operator course?+
An attendance record, theory and practical assessment records, a certificate carrying the candidate's name and ID details and a reference number, and a course-content outline for your client submissions. If your client needs anything extra, such as a specific format or attestation, tell us at enquiry stage so we can confirm the route.
